Why Register as a Responsible Cosmetics Seller?
To distribute or sell cosmetics in Korea, registering as a “Responsible Cosmetics Seller” is a legal requirement. This applies regardless of your manufacturing method—OEM, ODM, or import. If you’re launching your own K-beauty brand or importing cosmetics for sale, this registration is a mandatory first step.
Things to Check Before Registering
- Check for duplicate business names — Make sure your business name isn’t already registered under a Responsible Seller. You can check this easily through the MFDS system: MFDS Company Search
- Register your business — You must be a registered sole proprietor or corporation. Corporations must also provide a certified business registration document.
- Required documents:
- Responsible Seller registration form (for mail applications)
- Representative’s ID copy
- One of the following for the Responsible Manager role:
- Medical or pharmacy license
- 4-year science/engineering degree certificate
- Proof of experience in cosmetics quality control/manufacturing
- Business registration certificate
- Corporate registration (for corporations)
- Quality control manual and safety management manual
- Quality testing outsourcing contract
- Registration fee: 27,000 KRW online / 30,000 KRW by mail
*If the representative is also the Responsible Manager, additional documentation may be required (e.g. Small Business Certificate, proof of 10 or fewer employees)

Registration Process Summary
- Create an account and get approval from MFDS — (https://nedrug.mfds.go.kr/index)
- Appoint a Responsible Cosmetics Manager
- Sign a quality control testing outsourcing contract (Must be with a certified testing lab — View list)
- Submit application via the MFDS online portal: Search “Responsible Cosmetics Seller Registration” → Fill out info and upload documents → Submit


Registration typically takes around 10 business days.

Who Needs to Register?
We often get the question, “Does my brand really need to register?” The legal definition is:
“Cosmetics” refers to products applied to the human body by rubbing, spraying, or similar methods to cleanse, beautify, or maintain/improve the health of the skin or hair, with mild effects on the body. (Cosmetics Act Article 2)
So, if your product is applied directly to the skin—like creams, serums, or lip balms—you must register. Items not applied to the body (e.g., diffusers, candles) are exempt but may require separate certifications as household chemical products.
